Something about a second German wave I suppose, but I'm quite unsure what he/she really is referring to. Probably something similar to creeps mention of a 'revival'. However, I find the mentioning of 'electro' pretty odd. I hadn't heard that particular term before, but according to Wikipedia the cultural origins were amongst others Germany ... So, either this, or it's something about waving in a funny way - "the German wave" - whatever that is ;)
