Ok, I've got one for you:

The song is dark and has the same gritty vocal sound as Oghr from Smothered Hope.

I'm guessing the song title might be: With these eyes, but I know nothing about it... other than it sounds like it could be a Skinny Puppy project.

There's a lot of sticcato with "synthesized brass" (sounds rubbery) and crunchy guitar.

Sounds like this progression repeats a lot: A, A, E, C, D (don't bust my chops, it's been a long time since I played a keyboard).

The Lyrics go like this:

The version I heard sounded less like gas-voice and more like Nivek Oghr (from Skinny Puppy's Smothered Hope), and had "rubber stabs" of electronic samples. It must be a club version or something.

I found the song... It's "Fractured - Cold Eyes (Reprise)."
One place you can find it is on the "Dependence Vol. 2 CD Compilation."

Thanks to Terrakotta for steering me in the right direction for me to find the solution.

On a side note:

I would prefer that more (gas-voiced) bands exercise this option.
This song is going into my mix at clubs, I would have never played the original.
Isn't it funny how just a few changes effect a song so dramatically?
