Even though lots of people mentioned, that Depeche Mode is not really a "synth pop" group, I still voted for them...

Another good question to put some thought into yet as I dont know anything from And One.  I am going to say Depeche Mode.  A rather biased vote I'd say.
Back then I was more interested in Portion Control, Severed Heads and other early industrial of the kind. Yet while in that frame of mind of the time.  The one decent dance song from DM that I had the best rythm to was,   Route 66.
I better get with the times and check out what And One is all about.

not sure if i would define kraftwerk as a synth pop band myself, because that would open a whole other can of worms

because then i would throw cabaret voltaire or the art of noise into the race as well
